About This Event

Finland consistently ranks high on indexes for happiness, gender equality, rule of law, and socioeconomic stability. It also has one of the lowest incarceration and recidivism rates in the world, thanks in part to a system of open prisons. As the movement for criminal justice reform in the United States gathers momentum, what can Chicago learn from the Nordic approach to incarceration and social policy more broadly?

Following the public broadcast, Council members have access to interact in an off-the-record setting with WBEZ’s Natalie Moore, virtually or in person, as she describes her recent fact-finding visit to Finland.

About the Speakers

Natalie Moore is an award-winning journalist covering segregation and inequality for WBEZ. Her reporting has tackled race, housing, economic development, food injustice, and violence. Moore is the author of the book The South Side: A Portrait of Chicago and American Segregation and is a 2020 Richard C. Longworth Media Fellow for international reporting.
Criminal justice reporter, WBEZ
Shannon Heffernan is a WBEZ criminal justice reporter. She has been heard on local and national shows, including This American Life. She hosts season 4 of the podcast Motive, covering the hidden world of big prisons in small towns, which you can listen to now.
Distinguished Fellow, Global Cities
Council expert Richard C. Longworth
Richard Longworth is a distinguished fellow on global cities at the Council and is the author of "Chicago and the World." For 20 years, Longworth was a foreign correspondent and served four years as the Chicago Tribune’s chief European correspondent. He was a Nieman Fellow at Harvard University, has won the Overseas Press Club award twice, and was a finalist for the Pulitzer Prize twice.
